The Radio Regulatory Commission, which was established at that time, made an important decision to grant Japan's first preliminary license for television broadcasting to Nippon Television Network Corporation (NTV). At that time, it is said that there was strong pressure from then Prime Minister Shigeru Yoshida to grant a preliminary license to NTV. In 1957, Kakuei Tanaka, who became Minister of Posts and Telecommunications, took the initiative in mass pre- licensing of TV networks by actively coordinating the application process.
