In this paper, the author tries to clarify the transformation of population and retail industry in the study area, analyzing the data of census and the commercial statistics survey. In the \"western region\" of Saitama Prefecture, while the shopping district has declined,the number of chain stores, such as large stores which locating the site of the factory,have been increased. Due to the opening of new outlet malls and station buildings,improved access to the central Tokyo, and increased use of online shopping, department stores have been reorganized. On the other hand, in the \"western region\" of Saitama prefecture, decline and aging of population are seen as a mosaic pattern, except the western mountainous areas and some new towns. At present, it cannot be said that the retail business is declining due to the continued development of chain stores in response to small commercial areas.
