 note = {論文, Articles, 国家財政が、外交・安全保障に注力する必要がある局面において、財政力をそなえている東京都（基準財政収入額が基準財政需要額を上回る地方公共団体）は、国際金融市場を整備しつつ財源を確保し、他の地方財政と連携して国の内政を補う、という方法がある。
これまでのプロスポーツ財政の動向を見ると、流行をきわめている事業がスポンサーとなって、公共のスペースを彩り、人材育成に必要な資本を提供してきている。企業が収益の一部を費用にまわすことは、それだけ法人三税としての税収分を減少させるが、広告がもたらす効果は消費者行動にも影響をあたえ経済の好循環を生み出す（財政的合理性と言える）。
