I am focusing on how people in different positions, such as civic groups and the government, have been building consensus on meeting agendas. However, as the research progressed, it was found that it was not merely consensus building that was the objective. It was found that building rapport (trustworthy relationships) among participants is essential, and the participants’ degree of satisfaction, that is, being able to share opinions frankly, is also important.
