 note = {論文, Article, 本稿では特別支援学校新学習指導要領（2020 年から実施）を概観し、今後の特別支援教育の展望について論じた。
2007 年の改正学校教育法施行により「特殊教育」から「特別支援教育」への転換が図られ、すべての学校において実施されるものとなった。また、あらゆる障害者の尊厳と権利を保障する「障害者の権利に関する条約」が2014 年に批准され、公教育では障害の有無に関わらず、すべての人が相互に尊重し合い認め合える全員参加型社会である共生社会を目指すために必要な教育制度として「インクルーシブ教育システム」が示された。この教育制度を構築していくために、特別支援教育を着実に進め教育現場で具体化していくものが新学習指導要領である。
本稿では学習指導要領改訂の経緯と新学習指導要領の理念を確認した上で、特別支援学校小学部・中学部新学習指導要領について考察した。
今後、加速的に進展する共生社会の中で特別支援教育がすべての教育の質の向上を図る上で教育界全体においてきわめて重要な役割を担うであろうと考える。そのためには、特別支援教育は障害の有無に関わらずすべての子供にとって重要な役割を果たしていく教育であることをすべての教育者が自覚し実践研究に努めていくことが不可欠である。, In this paper, we outlined the next course of study for special needs schools (to be enforced from 2020) and discussed future prospects for special needs education.
By the revised School Education Act in 2007, conversion from "special education" to "special needs education" was aimed and special needs education was carried out at all schools in Japan. Furthermore,the Convention on the Rights of Persons with Disabilities was ratified in 2014 and the inclusive education system was proposed as an educational system necessary to realize Symbiosis society,where all people mutually recognize and respect each other.
The next course of study will guide steadily advances special needs education and build the inclusive education system.
We think that it is essential for all educators to be aware that all special needs education is an education that plays an important role for all children regardless of disability.},
