 note = {1)電子政府・自治体の最大の狙いは、インターネットなどを行政に積極的に取り込み、21Cの政府が持たなければならない特性である効率的・顧客志向な行政機能を有する新しい形の政府・地方自治体を形成しようとするものである。2)国家戦略として高度情報通信ネットワーク社会を目指すわが国にとって電子政府・自治体の実現は、その戦略目標の達成に不可欠の基盤となる政策である。また電子政府・自治体の実現を通じて我が国の高度情報通信ネットワーク社会形成の先導役なることが期待されている。3)情報通信技術が飛躍的に進歩し、またさらに進歩の歩みが続いている中で、その進歩の成果を国民が均しく享受できるようにしなければならない。電子政府・自治体の実現は、正に情報通信技術の進歩の成果を行政の中に広く取り入れ、その進歩による成果を国民に還元するものである。4)国民は、行政にそのサービスの高度化・迅速化を常に求めている。これに適切に対応し、国民・住民の満足度を高めることは行政の永遠の課題である。行政に情報通信技術を積極的に導入・活用し、国民の利便性を向上することを目的のひとつとする子政府・自治体の実現は、一過性のテーマではなく行政にとって本質的・不断のものである。5)地方自治体が行っている事務・事業については、法定受託事務である場合はもとより、自治事務である場合であっても、国からの財政的な援助を受けていたり、あるいは国の制度との整合性の確保が求められたりする等国との調整が必要な場合が多い。,したがって、電子政府・自治体の実現に向けての取り組みにおいては、国と地方自治体が歩調をあわせ共同して取組むことが必要である。また電子自治体には、必要な情報通信基盤を整備し、行政文書の電子化、民闇取引の際必要とされる各種証明書の電子化などの取り組みを通じて地域の活性化に寄与する側面も指摘できる。6)電子政府・自治体の実現に向けての取り組みは、ITを活用する行政の構造改革である行政改革の一環としての取り組みである。同時にこの取り組みは、IT基本法に規定するように高度情報通信ネットワーク社会形成のためあるいは経済構造の変革のための努力の一環として行われているという面を併有している。7)電子政府・自治体実現の取り組みは、申請のオンライン化における本人認証システムの整備、セキュウリテイの確保及び中央省庁・地方自治体間の情報共有化のための措置などのように一つの省庁の努力だけで完成するものではなく、政府・地方自治体の全体が総合的に取組まないと成功にいたらないものである。, 1. The E-government and the E-local government mostly aim to be a new type of effective and customer-oriented national and local governments in the twenty-first century by positively utilizing Internet and other media for administration. 2. A state strategic goal is to form an Advanced Information and Telecommunications Network Society. It is crucial for accomplishing that strategic goal to realize the E-government and the E-local government. Further, the realization of the E-government and the E-local government is expected to lead our country to form the Advanced Information and Telecommunications Network Society. 3. As an extensive progress still lasts in the Information Technology (IT), people should be able to equally enjoy fruits of the progress. The realization of the E-government and the E-local government enable fruits of the progress on IT to be widely utilized in administration and enjoyed by people. 4. People always demand administration at higher and faster service levels. Therefore, a constant task of administration is to make a proper response to that demand and make people more satisfied with administration. The E-government and the E-local government aim to positively introduce IT to administration and improve availability of administration for people. In this sense, realization of the E-government and the E-local government is a theme that is not temporary but constant and essential. 5. The E-government and the E-local government can be realized in the sense that, in the aspect of information processing, information is instantly shared inside administration, regardless of structure and jurisdiction, and provided smoothly and interactively with outside. 6. Local governments work in accordance with national government in many cases. Therefore, local and national governments are demanded to work in accordance and collaboration, to realize the E-government and the E-local government. Necessary information infrastructure is built, and administrative documents and various certificates required in private sectors are all electronic in the E-local government. In this sense, the E-local government cancontribute to regional development.7. Realization of the E-government and the E-local government is a structural reform of administration making use of IT.
