According to an opinion poll conducted by the Government in October 2008, Japanese people consider the most urgent policies in need of reform to be (1) health care and pension, and (2) policies for the elderly In this paper, I will first explain the current system and financial situation of social security in Japan.Secondly, I will describe a vision for a welfare system that I think could reform the social security systemof Japan. Thirdly, I want to emphasize that recovering total fertility rate(TFR)and reforming labour marketsare very important for keeping social security funds financially sustainable.Fourthly, I shall explain the quantitative financial planning necessary for realizing the welfare vision of social security reforms.
