Although some objective assessment methods are already applied in telephone network design for bit-reduction speech coding, those are mostly to estimate the Mean Opinion Scores from Absolute Category Rating tests, and are insufficient in resolution to judge whether or not compatible are encoding and decoding with mismatched arithmetic precision in implementation. The 8-kbit/s speech coding CS-ACELP and its extensions are recommended as G.729 and Annexes A, B, C, D, and E in ITU-T, and are widely deployed in telecommunication networks. Considering the market demands are getting stronger for variable rate, voice-activity detection, and software implementation under environment of spreading IP network and PC's cost reduction, ITU-T planned to recommend a new Annex for G.729 of software implementaion with variable-bit-rate operation and voice-activity detection. Authors clarified the requirements for interoperability between fixed-point arithmetic implementation in current Recommendation and floating-point implementation in new Recommendation and designed a suitable subjective assessment method, and necessary testing items. They also achieved the subjective tests and showed that the objects have good quality and are interoperable. Accordingly the proposed software implementation is successfully recommended as Annex C+ for
