重度身体障害者で24時間介助が必要な人は、重度訪問介護制度を日常生活で利用しているが、この重度訪問介護制度は、通勤や営業活動等の経済活動に係る外出を制度の対象外としている。すなわち介助者をつけて就労することが想定されていない。本稿は、介助付き就労に注目し、介助の必要な障害のある人が就労を希望する際に直面した問題および課題を、当事者の語りであるディペックス・ジャパン1のデータベースに所蔵されたナラティブデータと共著者（岩岡美咲）の経験を中心に提示する。当事者の経験によって、重度身体障害者らは介助をうけて就労することについて本人の希望があっても否定的に扱われ、なぜ働くのか疑問が投げかけられる現状が示された。背景となる社会的障壁を検討した結果、解釈の分かれる法制度に加え、介助等の支援を受けるかどうかで「働かなければならない人」と「働かなくてよい人」が峻別されること、よって介助を付けて働こうとする障害者は労働の場から排除される状況が示唆された。 |

People with severe physical disabilities who require 24-hour assistance use Home-visit Care Service for Persons with Severe Disabilities in their daily lives. However, this service does not cover outings related to economic activities such as commuting to work or making sales rounds. In other words, it does not envisage people with disabilities working with the support of a personal carer. This paper focuses on “assisted working” and shows the issues and challenges people with disabilities face when they want to work, based on the narrative data from the DIPEx-Japan database and the personal experience of the co-author (Misaki Iwaoka). It became clear that they were not expected to work with assistance and were confronted with questions about why they should work in the first place. The examination of social barriers revealed that on top of the ambiguity of the legal system the sharp distinction between “people who need to work” and “people who do not need to work” had led to the exclusion of “assisted workers” from the workplace. |
